The elemenets (icons) on the toolbar change their position often. That means, 
in the morning when I start Eclipse, the toolbars are on different positions 
than when I turned off my computer last evening. So I have to reorder the 
toolbars.
But, sometimes, during development, they also change their position without me 
doing anything, so I often have to reorder them.
Annoying:-)

Tool bars are managed by the platform UI.
