The help system looks inconsistent with the rest of the application.  
Specifically the scroll bars are different and make me want to click on 
background not the bar.  The tree view component on the left is not resizeable 
so I have no control over the area it takes up.

This was the design decision that had the fewer trade-offs in supporting 
eclipse help, and the standalone and info-center scenarios.
There were a few more people who shared your opinion, so we will address this 
post 2.0

Resizing of the tree was done as part of fixes for bug 12435.
We will track the scrollbar with bug 16578

Fixed. Take a look at the latest build to see the changes that went in.
