Recently there was a change in the UI to use the word "folder" to generically mean either project or folder.
While it is true that both folders and projects can contain other resources, it is not true that projects 
are folders. 

There are a few problems with this approach.  For example, when a user is asked to specify a "folder" 
they will not be sure if they can spec a project.  There may well be cases where the can and other 
cases where they cannot.  The terms, concepts and structures are NOT interchangable.
