removing a tool loses a significant amount of user data (all the tool 
parameters, etc.). the user should be prompted for confirmation first whenever 
clicking remove.

this bug depends on bug 19451 being fixed.

Agree. To be considered for minor UI enhancements for F3.

McQ, can you comment on what effect this change could have on multi-display 
systems?  We're basically constraining the shell's position and dimensions to 
be within Display.getClientArea().

Prompts when tool removed.

Note: new external tool work is not yet released to the head stream and won't 
for a while yet.
