three properties of a selected external tool are visible from this dialog, but 
it seems that there is only ever five possible properties. all five properties 
should be shown in the details pane so one would not be forced to select 'edit' 
to fully view the properties of existing external tools.

with this change, in conjunction with the change recommended in bug 19448, 
would complete this dialog in terms of selecting tools, viewing the properties 
of a tool (detail), and presenting all actions for a tool 
(new,edit,run,remove), and at this point a rename from 'external tools 
configuration' to simply 'external tools' should be considered for brevity.

We should include the refresh value in the details. Not sure how much value it 
will provide for release 2.0 but if there is sufficient time maybe include it 
as part of the minor UI enhancements.

The dialog should keeps its current title as it matches the menu that invoked 
it (i.e configuration... we tag along External Tools to make it more clear).

Not applicable in the new external tool support.

Note: new external tool work is not yet released to the head stream and won't 
for a while yet.
