3.3 RC3

The public static api method setResourceEncoding got removed from IDEEncoding.

Even though this was marked to get deleted (for 3.1 - not for 3.2) and was deprecated this is still a binary compatibility breakage.

If not fixed it should at least be added to the migration guide.
