The Javadoc for IDEEncoding.setResourceEncoding() says that "This API will be
deleted before 3.1 M3."

I guess it is too late now to remove the method, but shouldn't we at least
remove this sentence from the Javadoc?

Jim as this was marked for deletion in 3.1 would it be a breaking change to
delete  it now?
