We need to tell people that they  must refresh from local if using external editors.
Otherwise our sync info is out of date and it may not show as an outgoing change.

I just got burned (confused) by this in v203.  I did a sync (catchup), edited a 
file externally, did a sync (release) and was told I had no changes!  Could 
there be a preference (that is initally unchecked) that does a refresh from 
local upon synchronization?  It's annoying to have to remember to do refresh 
from local everytime i do a sync to make sure I release the right stuff.
