If you cancel a running Ant task, using the cancel button on the Progress 
Monitor Dialog that pops up, the following error message is given:

ExternalToolsAction.runAntProblem
Reason:
External tool runner internal error

The error should read that the tool operation was cancelled by the user, if any 
error message is given at all.

No dialog is neeeded.  It should just cancel.
Should also fix the string externalization problem if it still can be 
encountered.
