The tab order in this dialog does not follow a logical path in a couple places causing an accessiblity compliance issue for our product.

To reproduce, first export a preference file, exporting all the preference in your workspace. Then follow these steps to import the file.

Select File --> Import
Select General --> Preferences
Click Next
Click Browse button
Select the file you just exported
Click Open

(back in dialog)
Browse button is selected
Hit tab

[Bug 1 ==> it skips directly to the specific preference selection area, skipping the import all | choose specific preference buttons]

Keep hitting tab until you get to the Cancel button
Hit tab
The dialog box's description is selected
Hit tab

[BUG 2 ==> Now the Import all radio button is selected - it skipped the From preference file: text box and Browse button

Hit tab
Now it jumps back up to the From preference file: text box
Hit tab
Browse button is selected and we're back to the beginning

The import preferences UI is modified in 3.6 The tab orders are working correctly. This bug isn't valid anymore.
