This problem was found on builds 20020412 and M5 (20020416).

There is a dividing vertical line in the Help window between 
the "Contents"/"Search Results" pane and the main pane.  It is possible 
to "grab" this line with the mouse cursor to move it (change the internal 
subdivision of the window), but the cursor shape does not change to indicate 
that we are in "resizing" mode.  Generally in such cases, the cursor shape 
changes to something like <--> (this is what happens in the Eclipse desktop).

Yes, this is actually one of those good news/bad news kind of thing: help is 
implemented as a browser application, using html frames. It turns out that if 
the borders are on (so you see the <--> when hovering the border) then you will 
get the <--> on all the surrounding borders, and this is not desirable (point 
your mouse the border between a content page and the "toolbar" and drag, it 
will also resize).
We will need to investigate this a bit more, to see if there is a combination 
of frame settings that allow resizing of the two frames only.
