Window->Select Workingset should be a menu it self and not a menuitem that 
opens a dialog.

Window->Select Workingset-> Working Set 1
                         -> Working Set 2
                         -> Working Set 3
                         -> -------------
                         -> Edit 
Working Set N are checkboxes. that are checked when active...
Edit opens the dialog

This is much vaster.

just to add some comment because the working set's behaviour/implementation is 
changed after i posted this feature request. (now view based instead of window 
based)

Currently the package view is perfect (drop down where i see mostly used and 
can deselect the current ect) please implement the same behaviour in the 
navigator view (and any other view that will come on the way that views 
recourses)

What is still don't understand quite right is the 2 types of working set 
(resources or java) is it just 2 ways of selecting resources? And both can 
used in anyview always?

Java working sets give you the usual Java centric view of your workspace 
instead of just plain files and folders. They are interchangeable once you have 
defined them.

Changing title to reflect work item. Navigator should make working sets 
directly accessible like JDT does in the package explorer.
