build I20060208

- deleted the services extension point from org.eclipse.ui (and saved the plugin.xml)
- there were extensions to it in org.eclipse.ui.ide, but they did not get flagged as errors
- touched the plugin.xml file, and it then found the errors.

Expectation: it should recheck any plugins with extensions to a deleted extension point.

This will have to wait for RC1, I consider this more of a bug than an enhancement.

I am classifying this is an enhancement request as this requires PDE to implement a delete participant which we never had. I am going to mark this as a dupe of bug 220109.
