build I20051213

- in the Java perspective,
- Show the Problems view 
- Window > New Window
- the Problems view in the first window refreshes
- close the second window
- the Problems view in the first window refreshes again

It should not have to refresh, as the selection isn't changing, nor is the workspace changing.

Seems to only occur if the new window contains the Problems view.

Reassigning bugs in component areas that are changing ownership.

This is fixed in the new problems view
