[wtp-proposal] April 30 Summary of Web Tools Project Proposal Feedback

(As part of the membership-at-large comment process, I will be summarizing
the discussions and feedback at the end of each week: April 30, May 7, May
14, May 21, and May 27. This is the first of those summaries. I invite you
to correct any errors I have made.)

Features requested:

    "Spending a bunch of time making a perfect solution doesn't make sense

    "Should doclets be a technology project or JSR annotations in the J2EE

A couple people have expressed mild interest in becoming a contributor and
one person stated that "you'd likely get many hands to help whip everything
into shape", but no commitments have been made.
