[wtp-pmc] Update ProjectPlanURL to point to Helios planning document..

WTP Project Leads,

 

Please update the ‘'projectplanurl'’ metadata for your sub-project using the  Eclipse Portal to point to the Helios plan document. I plan to remove the WTP 3.2 folder on Sep 30^th when the first-cut of the plan is due. An example for the correct URL is: http://www.eclipse.org/webtools/standard-project-plans/helios/wtp-common-tools-plan.xml
