[wtp-pmc] WTP needs to respin for Galileo SR1

Fellow PMC members, 

I wanted to acknowledge I went a little out of the normal process and did 
not wait for 3 PMC votes for this decision. 

Raghu and I discussed and seemed a pretty obvious case to us. 

If any of you object, you can of course still say so. 

I just wanted to publically acknowledge the process deviation and to say 
it wasn't done lightly.
