[wtp-incubator-dev] Commit rights for Kiril Mitov have been expired

David Williams has expired the commit rights for Kiril Mitov (kmitov).  The
reason for this change is:

Kiril and I have exchanged e-mail and he has acknowledge he has not had
time to work on his proposed TLD editor and doesn't anticipate he will any
time soon. Therefore, we'll "retire" the TLD effort to keep lists and the
state of the project accurate.
