yes, I am using the staged 0.22. See here for the change in question
[1]. Neither the content.xml nor the artifacts.xml for the generated
stable update site contain the string "associate-sites.xml".
But maybe I made a stupid mistake. (BTW, is there are DTD or schema for
category.xml files?)
