Support for this was added in p2 for Mars M1, see https://bugs.eclipse.org/bugs/show_bug.cgi?id=436318
Did you try the 0.22.0 staging version of Tycho? Since it includes p2 from Mars M3, it should have this change in, whereas 0.21 is using an older version of p2, without this feature.
