This is strange. The tycho-p2-extras-plugin:mirror goal call the p2 mirror application with an explicit request to include packed artifacts. There is currently no parameter that allows to change this.

I did a little further investigation and it looks like I had changed a different part of my configuration and that was interfering. It works fine now.
