That would not have broken the build.
We made a manual one and tested it with Galileo.

But it was originally put into a branch because release candidates are really not the good place to introduce additional features.
And it was merged into the trunk because it was easier to use the build mechanism, as requested in the associated bug. [0]

Since we had a tag for Galileo, we did not think it would be a problem.
That will be known for next time.
