There has been half-hearted raising at the foundation level
in the past - but it hasn't worked. Budgets mainly - the
Eclipse Foundation is a company after all and budgets
are the most important thing.

Even when the conversation started, there were disagreements
on what the alternative was to be :)

So, there's zero point in raising stuff at the Foundation
level. They may care, but 'they' are not going to do zip
about it.
