[stp-dev] [policy] Use of multiple javax.wsdl versions

* Servicecreation requires javax.wsdl_1.5.1
* Policy requires javax.wsdl_1.4.0
It would be good to have just one version to make
the platform a bit more coherent. Is there a specific
need for 1.4.0 for policy, or is it possible to
upgrade it to 1.5.1?
