[stem-dev] Fixed problem with csv logging

This is a follow up on a discussion wrt
the higher level log files that were causing confusion (see: 
http://www.eclipse.org/forums/index.php?t=rview&goto=657451&th=204874#msg_657451

The confusing high level logs were not
aggregate files (though on could easily mistake them as such)
They were logs of different level nodes
in the air transportation system. Hence the totals were the total people
flying not the
total people in a county. The people
flying were also being double counted (ie they should not be added to their
source locations as they
were already accounted for there).

The issue has been fixed. There is no
longer any duplicate logging of people and the confusing logs have been
eliminated.
Aggregation is done as before with the
Analysis Perspective or by users with tools like R or Matlab.

The fix should show up in the next regular
build of STEM (Yossi, will that be this next Sunday?).
