[stem-dev] Setting bug priority

Please remember to use the priority field
to classify bugs assigned to you.
Also, I propose we use a default (perhaps
P4) for all bugs that are really feature requests that we don't plan to
address immediately.
The bug owner can, of course, change
the priority based on the particular bug but many feature requests will
not be addressed right away.
