[stellation-res] Checkin of new version of core and unittests.

I've checked in new version of the core and unittest
components.

The big change here is that the core now includes support
for access control. There is no command-line support for
access control lists, but they are fully implemented inside
of the repository. There are some tests of the ACL facilities
in the unittest component; and the original core script tests and ant
based script tests pass.

The core also includes some bugfixes for text merge, and
the unittests have corresponding changes to update the correct results
in many of the text merge tests.
