Though Stellation may be a "small" open-source project, Eclipse is a "large"
one, and (probably restating the obvious) I believe we should not take any action
that would result in a license applicable only to the Stellation project that
would in any way limit the use of our code by other Eclipse projects, as well 
as other code licensed under CPL.
