I seem to recall ECF having a number of issues with the EDP and the way the simultaneous release train is run as well as how RT projects are (or are not) surfaced in the community.  The RT PMC is setup specifically to tackle these kinds of issues.  I'm not sure that reading the minutes will effect a solution that you want.
