[platform-ui-dev] Find a better label for the currently "Window" menu en

I recently worked with a group of developers which were new to Eclipse
and we noticed that the top level menu "Window" is not very telling.
Why would I expect that "Preferences" or splitting the editor are
under the Window menu entry?

Other application uses the term "View", e.g, LibreOffice and IntelliJ
but view is already used by Eclipse.

I suggest to use the term "Settings". "Configuration" would also work,
but it is longer.
