I think that before we move around anything on the menus, we need to come up with the specification for what actually belongs on each menu and add that spec to the official UI guidelines. Just having each developer decide what feels intuitive on a case-by-case basis isn't going to address the problem.

In bug 94196, I requested that we come up with such a spec and include it in the Platform UI Guidelines. I also suggested some initial criteria.

I believe we should first solve the meta-problem and work out the guidelines that should be applied across the board -- then we can revisit bugs like bug 485294 and rather than having to make such decisions from scratch, we can appeal to the guidelines.

but view is already used by Eclipse.

I suggest to use the term "Settings". "Configuration" would also work,
but it is longer.
