[platform-ui-dev] Replace requirement to update the copyright year in th

Hi,

Currently we require that our committers and contributors update the
copyright header of the individual files they change. This can be time
consuming and error-prone for the individual especially for new
contributors.

I suggest to make this requirement optional and introduce the process
that the component leads run the copyright tool on the source files
before the release.
