I think this should definitely be added, as well as being the default mode 
for the UI. All other k/b shortcut customization UIs are action-centric. 
That is, you select the action to customize, then select the key-sequence 
for it. The current method of selecting the shortcut THEN defining the 
action I find counter-intuitive.

Excellent work, though. This should make a lot of people happy.
