The welcome page is a custom implementation to support links to workbench actions and help topics.

I'm not certain that help supports topic links but you could ask on their mailing list.

We succeeded in adding the JDT User's Guide (toc.xml) to our JDT Welcome
page with the following code:
To learn more you can read the <topic id
="/org.eclipse.jdt.doc.user/toc.xml">Java Development User
Guide</topic>.</item>

We then tried to add a link to the Reference section of the User's Guide
using the same pattern:
The <topic id="/org.eclipse.jdt.doc.user/topics_Reference.xml">Tips and
Tricks</topic> section gives you fast access to useful features.</item>

For some reason the above code does not seem to work. What is the correct
way to add such a link?
