I don't think mnemonics should be left out, even if you know you will
conflict.  If you leave out the mnemonic you risk having that item
reachable only by using the arrow keys, as in the following:

+File
    -&Open
    - Open as
    - &Save As...

I think making it reachable in 2 is better than only through Arrows.  Or
perhaps the two items are rarely both enabled.
