So actually either the documentation is wrong, or P2 behaves wrong
installing *any* dependency, because according to the docs these are
requirements that needs to be present or the feature will never be
installed.

The documentation is wrong. It most likely pre-dates p2 and install-time dependency management in general, and even with that it was wrong before p2 because it was possible to install a feature with pre-requisites not being listed here..
