[platform-releng-dev] Sign-offs for M7

As I understand it, for a milestone, Kim would always open a bug and ask for explicit sign-off from component leads for an I-build candidate to be promoted to a milestone.

I've opened that bug:

I tried to follow earlier examples, but if I've mistakenly left out any component (or included too many) please make corrections in the bug so I'll know for next time.
