We have to do it now, otherwise our builds report
too many unjustified warnings regarding switch statements on the downloads
page.

We try hard that the compiler meets that expectation
for M7/RC0 but there might still be critical bugs that must be fixed (and
adopted) during endgame. Hence, the compiler is final when the SDK got
declared.

For the SDK builds we always update the compiler directly
after shipping a milestone or RC build and don't change it, unless there
are critical issues that need to be fixed (see top of this mail ;-). I
would suggest the same strategy to upstream projects.
