<strong></strong> is preferred...but not critical.
I borrowed this from an IBM style guideline...it works well and should
match in general what is in at least half the Eclipse docs...
Use italics to emphasize a word or phrase, for example to introduce a
term that you are about to define or to contrast some terms.
Use boldface to highlight GUI elements that the user must interact with,
command names, and column headings in tables.
Do not underline any words or phrases.
HTML offers both physical and logical tags (sometimes called structural
definition tags) that affect how text is displayed. Use the logical
tags<strong>, <em>, and <samp> rather than the physical tags <b>, <i>, and
<tt>.

In Dreamweaver, when you do a cntrl-b it marks the text as
<strong></strong>.
This is probably more correct than using bold <b></b>, but I think
everywhere in the existing doc we use bold.
Jeanette, which should we use?
