I agree with Susan. We have done
this in the past and we should be looking for replacement characters. Eclipse
is a global community and even though our site is mostly English, we need to do
as much as possible to link to what is going on in other languages.

Historically, we had links to both German and French
articles that I recall. It was relatively easy to manage - for the German
umlaut's I replaced with the flattened version (ue, ae, oe). Other
special characters also went afoul occassionally but it was easy to find a
replacement. And, the site does still host the Japanese user
group? And, probably a few links to some Spanish/Italian plug-ins so its
not entirely English. The Japanese user group in fact could be
interpreted as a multi-lingual initiative.

Phoenix team,
We currently have some non-English links on our
website that stick out
like a sore thumb because (I think) our web
server's character set
doesn't support the foreign characters.
Although we should fix the character set, except
for a few translated
articles, our website is otherwise entirely
English. This is not
necessarily a good thing, but until we have a
solid strategy for hosting
content in other languages, I don't think we
should have links to
non-English content on our home page.
