Historically, we had links to both German and French articles that I recall.  It was relatively easy to manage - for the German umlaut's I replaced with the flattened version (ue, ae, oe).   Other special characters also went afoul occassionally but it was easy to find a replacement.    And, the site does still host the Japanese user group?  And, probably a few links to some Spanish/Italian plug-ins so its not entirely English.     The Japanese user group in fact could be interpreted as a multi-lingual initiative.

Phoenix team,

We currently have some non-English links on our website that stick out
like a sore thumb because (I think) our web server's character set
doesn't support the foreign characters.

Although we should fix the character set, except for a few translated
articles, our website is otherwise entirely English.  This is not
necessarily a good thing, but until we have a solid strategy for hosting
content in other languages, I don't think we should have links to
non-English content on our home page.
