[phoenix-dev] Larger font - global change

Phoenix team,

In https://bugs.eclipse.org/bugs/show_bug.cgi?id=114288, Stanimir kindly 
posted a patch to the CSS files to allow our website font to be a bit 
larger, and to allow it to scale better when used on high-DPI and 
high-resolution monitors.

Because the impact is large (it's a global change) I'd like for everyone 
to review the change to make sure it's sane.

You can preview the change using some pages of our phoenix sandbox 
(compare this with the current website's font size):
