I have created a bug report for this task:
https://bugs.eclipse.org/bugs/show_bug.cgi?id=166432
We can sort out the rest of the details there.

Once I get added to the group I can create the initial structure and 
check-in the visualization stuff I have.

I didn't address the plugin vs bundle vs module "coolness" in the bug 
report.  The cool kids tell me this stuff gets sorted out on MSN these days.
