[pde-dev] Commit rights for Susan McCourt have been expired

Darin Wright has expired the commit rights for Susan McCourt (sfranklin). 
The reason for this change is:

Susan isn't currently working on PDE and can't recall why she has committ
rights to it :-) She thinks it may have been a mistake.
