[pde-dev] Commit rights for Mike Pawlowski have been expired

Darin Wright has expired the commit rights for Mike Pawlowski (mpawlowsk). 
The reason for this change is:

Mike has been busy with other work for some time and does not plan on
contributing to PDE in the forseeable future.
