[pde-dev] Commit rights for Rodrigo Peretti have been expired

Darin Wright has expired the commit rights for Rodrigo Peretti (rodrigo). 
The reason for this change is:

Rodrigo is busy with other work and does not plan on contributing to PDE in
the forseeable future.
