[pde-dev] Commit rights for Lorne Parsons have been expired

Darin Wright has expired the commit rights for Lorne Parsons (lparsons). 
The reason for this change is:

Lorne is occupied with other work and does not plan on contributing to PDE
in the forseeable future.
