[orion-dev] Delays getting to orion.eclipse.org

I've noticed the following pattern:
- connect to orion.eclipse.org
- wait (a long time) for it to give back the start page
- once it arrives, things are fast, as long as I continue to work with it
- leave any page open, then go do other stuff for "a while" (not sure how long)
- refresh the page that was left open
- wait (a long time) again for it to refresh
- then everything is fast again.
- ...

Apparently, this is not a DNS lookup issue (or the like), since "dig orion.eclipse.org" takes 1ms even when the page access is slow.

Is anyone else seeing this? Is there something that could be misconfigured in the server that could cause it?
