I'll have to follow up for an explanation. Intially when I saw httpclient
4.3.6 was bundling those extra packages, I thought it was either our error
or just something httpclient did in the past and we hadn't updated.
Distros like Fedora shipped the packages separately because everything was
built from sources from maven.

Yeah, the packages seem quite small, and I don't even think there's
extra dependencies although even one would have made a good argument
for the modular approach.

I guess all that's left to do is file the ATO CQs to prepare to get this
in. I don't know if I'll have that much time to do this but I'm happy to
help review if someone is interested in taking this.
