[nebula-dev] XViewer translation

For anyone who might be interested...I need to get XViewer ready for translation
in order for it to mesh into our product.  I've submitted a patch that gets the
ball rolling:

It covers a pretty good portion of the XViewer UI and moves all the text strings
into a properties file.  Assuming that it is accepted (or some variation), I'll be
providing a French translation in a few months, when our translator works on our
next release.
